How to Use Quotation Marks with Other Punctuation

American publishing has very specific rules for how to use quotation marks with commas, periods, question marks, and exclamation points. And, to many people's surprise, they're not consistent. The most important thing to remember: a period or comma always comes before a closing quotation mark, even though a question mark or exclamation point may not.
